Show changes before download/install

I would like to have a look at a changelog for a package before I
download/install an updated version of a package. I could download the
package then use apt-listchanges:

	wajig download hpoj
	apt-listchanges /var/cache/apt/archives/hpoj_0.90-7_i386.deb

but for large packages and over a low bandwidth connection I'd like to
check the changes before I download. Is there another solution - like
some way of accessing just the changelog file without having to
download the whole package?
