Trying to patch 2.4.20 kernel

I am trying to patch the 2.4.20 kernel but when I do :

patch -p0 <patch

I get this

can't find file to patch at input line 4
Perhaps you used the wrong -p or --strip option?

I have patched kernel sources before but I have never seen this.
what am I doing worng?
