penguin-command didn't change unless you grabbed the unstable version.

To look at dependencies on the web you can go to the Debian home page and
click on "Debian Packages" in the left sidebar.

>From there click on the "Search package directories" link near the top of
the page. Enter the package name in the search box, pick the branch you want
to search and click "Search".

In the list that appears, click on the version you're interested in, and
you'll get the info page for that package, with its dependencies and links
to the package contents and bug list.

>From the command line do "apt-cache show penguin-command".

I'm guessing one of the dependencies was updated and the game is up. :)
