ipmasq rules missing

I try to set up nat on a woody box with kernel 2.2. The easiest way to 
to this, at least this seams to me, is using ipmasq. But I after 
installing ipmasq the /etc/ipmasq/rules directory is completely empty?
The interfaces are set up properly, I have already checked that. But why 
does ipmasq failing in generating this rules?
