You can use the install CD as a rescue disk; there should be
instructions on-screen when you boot from the CD. (IIRC, the correct
incantation is something like 'rescue root=/dev/hda1', subsituting
your root partition appropriately.) From there, reinstall GRUB or
LILO or the Debian MBR as normal.

You might configure your mailer to set a Reply-To: or
Mail-Followup-To: header to make sure that you get a copy of any
