An APIC is a piece of hardware that basically routes IRQs from
hardware devices to the CPU. Some chipsets (VIA) have buggy APICs so it
helps to turn them off. (In my case I have to disable the APIC in the
BIOS and allow the kernel to re-enable it, otherwise I can't boot.)
It's nothing to do with power management.
