Problem building PHP4

Hi All,
I'm trying to build php4.2.3 on woody and have got a point where  I have
to do

apt-get source --build libc-client2003debian-dev

However I'm getting

a) What should I do to fix this?

b) Who is the  d-shlibs maintainer?
