Got another response, this time from my rep. Sounds like my local
congresscritters at least initially support the idea but haven't taken
a look at the bill itself yet.

Thank you for your email.
I appreciate the information you provided me on this issue. To be
honest, I didn't know much about it. Currently, HB 2892 is in the House
General Government Committee, where it is awaiting a vote. If the bill
comes out of committee, I will speak to Rep. Phil Barnhart (the sponsor)
as well as re-read your email before I vote on the floor. My initial
reaction to this legislation is to support it. It sounds like this may
be a cost effective way to add flexibility to state software purchasing.
Given the budgetary difficulties in which we find ourselves, this may be
a means of freeing additional resources for vital state services.

this or any other issue.
