Urgently need help for web-server in Debian stable

I'm suddenly experiencing ~severe~ difficulties with my apache
installation. Briefly, the following message is recourded in the logs
whenever I attempt to start apache (wrapped)

This only began over the past two days; it would appear that a revised
apache v1.3 was uploaded to security.

I am running a stable distribution and noticed during a recent upgrade,
that my apache installation was included in the upgraded packages. At the
time, I felt it strange that this "upgrade" would free approximately 8M of
disk space.

As a result of this, I am now unable to use ANY pkg which requires a
web-server to be installed: ie. dwww, info2html, sql-ledger (complied from
source and working perfectly previously), usermin, etc.

As a solution to my problem, I attempted to build Apache v1.3.27 directly
from the Apache website, but continue to get the above cited error.
Checking through the Debian package listing (at the website), "shmget" is
listed as a file in the "dist" and "selinux" packages (wrapped URL)

I responded by installing the dist package, but have yet to install the
"selinux" package, as I am unaware of having or ~needing~ this before.
Frankly, this seems unnessarily confusing and bad behaviour on the part of
the package maintainer(s).

I am somewhat more than a newbie, as I have been using Debian for almost
five years (beginning with slink) and have managed to upgrade,
dist-upgrade, compile form sources, navigate the choppy waters of earlier
Xfree config problems (potato --> woody), install new(er) kernels as
needed, and generally keep this machine in ~stable~ working order since I
began using Debian.

I have run out of ideas and just about fried my brain attempting to
correct an error (caused by pkg updating) searching through configs, fm's,
google searches, etc., etc.

My Requests are:

1)	Could someone with time and knowledge provide me with guidelines for
getting my apache installation back to working order (as it was two days
ago)?

2)	Failing that, can anyone suggest another web-server that can be managed
and configured with relative ease (I'm not averse to manipulating a conf
file), and also properly renders .cgi, .pl and other standard extensions?

3)	Given neither of the above, does anyone have experience with Roxen
Challenger or Roxen2, that would be willing to share info regarding
converting a previously apache structure over to something that Roxen can
understand?

p.s. <rant>

The list manager for "debian-user" really should address the 350+ day old
bug regarding filtering and "silent discarding" of messages that contain
~forbidden~ strings in the from header: e.g. my from address includes the
forbidden string "master". Belonging to a community or user group becomes
difficult, when I can no longer directly post to the mailing list, based
on lazy procmail / SA usage.
