I can't get it to save session on exit even though I have it checked in
the gconf-editor settings.

Many settings are set with gconf-editor.  From the menu bar in gnome2 go
to Applications/System Tools/Configuration Editor or run the command
gconf-editor.

In gconf-editor go to Apps/Galeon-snapshot/Browsing/General/ and check
always_save_session.  You may want to look at the file
/usr/share/doc/galeon-snapshot/README.ExtraPrefs.gz
