apt-get doesn't use wget, it does all of its fetching on its own.

If you want to use prozilla to do the downloading, you could make use of
apt-get's --print-uris option to get a list of URIs which you can then
feed to prozilla.  If you download them to the /var/cache/apt/archives
directory, then apt-get will just find them there and not attempt to
download them next time you run it.
