AFAIK apt doesn't use wget... it uses it's own downloading tools, these
are located in:
/usr/lib/apt/methods$ ls -la
total 348
drwxr-xr-x 2 root root 4096 Nov 6 23:32 .
drwxr-xr-x 3 root root 4096 Nov 6 23:32 ..
-rwxr-xr-x 1 root root 24608 Aug 19 2001 bzip2
-rwxr-xr-x 1 root root 29928 Aug 19 2001 cdrom
-rwxr-xr-x 1 root root 17492 Aug 19 2001 copy
-rwxr-xr-x 1 root root 16696 Aug 19 2001 file
-rwxr-xr-x 1 root root 76568 Aug 19 2001 ftp
-rwxr-xr-x 1 root root 24608 Aug 19 2001 gzip
-rwxr-xr-x 1 root root 71636 Aug 19 2001 http
-rwxr-xr-x 1 root root 27772 Aug 19 2001 rsh
-rwxr-xr-x 1 root root 27772 Aug 19 2001 ssh
and the 'http' file is is no wget I can assure you ;)
