Not per se. As others have mentioned, it can be hacked in by
suspending/restarting seti using scripts.
If your laptop is a dell, why not file a wishlist bug on i8kutils? I
can imagine that you would benefit if you we able to run commands every
time the fans came on (e.g. to kill off seti).
