Apache encoding

Hi,

If I put my wifes web page (created by Excel) on my ISP, it displays
Japanese. But if I put it on my Debian apache, Encoding is not
recognized by the browser.

Here is my header of web page:

<head>
<meta name="Excel Workbook Frameset">
<meta http-equiv=Content-Type content="text/html; charset=shift_jis">
<meta name=ProgId content=Excel.Sheet>

What did I do wrong. Looks like my server configuration issue.
