Using "apt-cache policy debianutils coreutils" reveals the ugly truth.
I am stuck trying to downgrade from unstable to testing.  I did not
know unstable had crept in.  I want emacs21-nox/unstable, the rest
testing.

I will try this on debianutils and coreutils.  Shifting the base from
stable to testing fixed the dpkg & dselect problem.
