Since no one has answered, I have a couple recommendations.
 
google.com/linux search for "HIL keyboard debian"
 
I see from reading some entries that you are not alone in your troubles. I do not know about the answers, but if you have a serial keyboard you can attack, you might like that.
 
That said, debian-hppa@lists.debian.org might provide you with more knowledgeable responses.
