This is usually program-specific in ADDITION to being operating system
specific. For example: mutt can't read the accents but the editor I use
with mutt (vim) can understand them. At least it could for those accents.
It doesn't normally understand them (probably because it's normally trying
to read Windows encoded characters, which is a different encoding).
