Fonts; iso10646-1

Hi,

I ran gtkfontsel, and I had the following:
The font "-b&h-lucida-medium-r-normal-*-*-140-*-*-p-*-iso10646-1,*" does 
not support all the required character sets for the current locale "C"
  (Missing character set "ISO8859-1")

How can I set the locale so that the Lucida ISO10646 would be displayed?
