Go to packages.debian.org and see if it's in the archive or not.

You use 'dpkg -i filename.deb', but this probably won't help you, since
it'll depend on a bunch of stuff.

Depends if it's in Debian or not.  Debian isn't magic; someone has to
actually package stuff at some point.  If it's not in Debian (as above),
then you can file a RFP (request for package) bug, and perhaps someone
will package it for you.
