What's with Forbidden downloads?

Hi,

I just installed Current debian (I guess that's Woody? Or is
it Sarge now?) Anyhow, I've been trying to install my X-server,
with KDE or with Gnome.

But both of them seem to want Cracklib2-2.7, and KDE also wants
ksirc. In both cases, when I am downloading, no matter where I go,
when I try to download these binaries, I get back an error message "Forbidden".

My current sources points to the us.debian site; however, I've
also tried Germany, Estonia, and Lithuania sites.

This also happened when I tried Lilo.

We are behind an HTML proxy -- but I don't think that this is
the problem either -- or could it be (internet filter?)?

   Any suggestions would be helpful.

   Thank you.
