apt-get dist-upgrade doesn't downgrade to stable

Hi,
I have a mixed system (stable+unstable) and wanted to downgrade to stable.
here's my /etc/apt/preferences
Package: *
Pin: release a=stable
Pin-Priority: 1001
and /etc/apt/apt.conf
APT::Default-Release "stable";
However
# apt-get dist-upgrade
Reading Package Lists... Done
Building Dependency Tree... Done
Calculating Upgrade... Done
The following packages will be REMOVED:

i did an apt-get update
but no use!
even removed my testing and unstable sources but no use
Can anyone kindly help please ?
