No - liblame0 is not in debian, last I looked.  It is obtainable from
Christian Marillat's unofficial repository, and I think upstream for
lame includes debian/directory that at least builds OK, so you could go
with that if you prefer.

Christian's apt-lines are:
deb http://marillat.free.fr/ [un]stable main
deb-src http://marillat.free.fr/ [un]stable main
