Speaking of OE/Evolution and annoying.the evolution composer appears not
to have a built in re-wrapping feature for qoted, poorly wrapped,
messages. It seems to be wrapping newly entered text (ie. this message)
but I can't tell if it's using newlines or if it's just a visual wrap. I
see nowhere to set the point at which it wraps text.

Any hints out there to control it's message creation behaviour?
