Yes. With Linux on hda1, Windows 2k Pro on hda2, I use LILO with:
boot=/dev/hda
install=/boot/boot.b
map=/boot/map
vga=normal
delay=20
image=/vmlinuz
label=Linux
root=/dev/hda1
read-only
other=/dev/hda2
label=Windows
