mod_perl 2 compile problem

When trying to compile mod_perl-2.0 (actually 1.99_07) for apache2, make
fails with 

/usr/bin/ld: cannot find -lperl
collect2: ld returned 1 exit status
make[1]: *** [mod_perl.so] Error 1

I have libperl5.6 and libperl-dev installed from the packages in
testing.  Why can't ld find what it's looking for, and how do I point it
in the right direction?
