They were installed by older versions of base-passwd, and can't easily
be removed automatically in case people have local qmail installations.
You can remove them by hand though - if you're paranoid, take a backup
and also run 'update-passwd --dry-run' followed by 'update-passwd
--verbose' after editing to make sure all the Debian-required accounts
are there.
