It sounds to me like you got a debian system installed that has the fake
start-stop-daemon command used by debootstrap when bootstrapping the
system. That is supposed to be replaced by the real start-stop-daemon
command during installation; I cannot imagine how your system got into
this state. 

If I'm right, you can probably fix it by:

mv /sbin/start-stop-daemon.REAL /sbin/start-stop-daemon

However, since it looks like your original installation failed somehow
half-way through, any number of other things could also be broken, and
you may just want to reinstall it.

If you have a /var/log/installer.log I'd be glad to look at it and see
if it gives any clues as to what went wrong during your installation of
debian.
