I'm not familiar with Progeny, but to add a new source for packages, you
add a line to your /etc/apt/sources.list. /var/lib/apt/lists (which I
believe would have the same type of content) has the Packages Sources
and Release files from the different systems.

If you are adding a lines to your /etc/apt/sources.list, you should think
about what you want to install. Do you want Woody (stable), Sarge
(testing), or Sid (unstable). A line from my system (I have 7):

deb ftp://mirror.direct.ca/pub/linux/debian unstable main contrib non-free

You should read sources.list(5), decide upon your mirror of choice, then
add the appropriate lines.

  1) Add the appropriate lines to your sources.list
  2) apt-get update
  3) apt-get dist-upgrade
