Yes.  In practice, this covers the vast majority of things you want to
use; if you want something newer than what's in Debian stable, use
testing (or perhaps unstable, but expect brokenness and subscribe to
at least debian-devel-announce).  If you really care, use the equivs
package to make a fake empty package, or build a real Debian package
(either by using Debianized source or after reading through the New
Maintainers' Guide off of http://www.debian.org/devel/).
