Yes.  But if the package has already been uninstalled then you can't
purge it.  You must install it again and then remove it using purge.
A rather strange and unintuitive thing but so it is.

Sure you can, I just tried it. I did dpkg -l | grep ^rc, picked a random package and dpkg --purged it and it purged successfully. You can't apt-get remove --purge a removed package, but you can dpkg --purge it.
