Galeon-snapshot's configuration user interface is incomplete. Some settings
can currently only be set via gconf (apt-get install gconf-editor for a
frontend).
In gconf-editor, you can try if setting
/apps/galeon-snapshot/Advanced/Network/http_proxy helps.
