oh, okay.  my LC_CTYPE has been set to en_US.ISO-8859-1, however ... i
tried all of

export LC_CTYPE=en_US.ISO-8859-1
export LC_CTYPE=en_US.ISO8859-1
export LC_CTYPE="en_US.ISO-8859-1"
export LC_CTYPE="en_US.ISO8859-1"

(commenting all but one successively out, sourcing, and viewing an
email with accented characters again), and none appears to have any
effect.  

fwiw, all the relevant variables i have set in my ~/.zshenv are

export LC_CTYPE=en_US.ISO-8859-1
export LC_ALL=POSIX
