I put:
  *xterm*appcursordefault: true

in ~/.Xresources

These should work too:
  *xterm*vt100*appcursordefault: true
  *XTerm*vt100*appcursordefault: true
  *xterm*VT100*appcursordefault: true
  *XTerm*VT100*appcursordefault: true

To make it system-wide, try put an entry in:
  /etc/X11/app-defaults/XTerm
