man bash (particularly the section marked INVOCATION).

Basically, when bash is started as a login shell it reads
~/.bash_profile, and when it is a non-login shell it reads ~/.bashrc.
So your options are to modify ~/.bash_profile, or figure out how to
tell xterm to pass bash the '--login' option.
