No, no.  You're thinking Red Hat runlevels.[1]

Go into /etc/rc2.d and mv S99gdm K99gdm and this should prevent gdm
from starting up.

(Not sure why you included the rest of your inittab as it doesn't
appear to be relevant here...



[1] Why is it that everybody seems to assume Debian works like Red
Hat, when Red Hat is mostly broken?
