Thanks.  That's solved it.  disable = no was missing, but didn't solve the
problem on it's own. Once hosts.allow was edited it worked.  So it was
either the latter or both that was the problem.

The only puzzle is that I could ftp without any entry in hosts.allow -
shouldn't that have required permission too?
