Get a new kernel, preferably 2.4.19 to make sure it has support for that
chipset, and compile it. If you would like to have the config file of
the default 2.4.18-bf2.4 kernel, apt-get install
kernel-headers-2.4.18-bf2.4 & check the config-2.4.18-bf2.4.gz file in
/usr/share/doc/kernel-headers-2.4.18-bf2.4

A lot of people with newer P4 mobo's (ICH4 southbridge) got bitten by
this same issue too. If the kernel doesn't have support for the
southbridge, hdparm won't be able to enable DMA mode. 2.4.19 fixed a lot
of these chipset problems, but it was horribly overdue...
