First of all, if it's a routing problem that you want to solve, you 
might want to do something like this:
    ip route <good_parent_proxy_ip>  via <line2_next_hop> dev 
<line2_interface>
If you think your question is more squid specific, you might find more 
help on squid-users@squid-cache.org
