What is dpkg --list supposed to do?

According to the dpkg man page:

 dpkg -l | --list package-name-pattern ...

List packages matching given pattern. If no pack
age-name-pattern is given, list all packages in
     /var/lib/dpkg/available.

However, on my Woody systems, it looks like if no name is given
it lists the installed packages rather than the available
packages.

Have I confused myself somehow?
