Could you please paste the error message it gives you when "it doesn't
seem to work"?

There's no use in cfdisk, since the data in the partition is encrypted
and normal utilities can only see garbage in it.

You can't, and it wouldn't make any sense since hda4 does not contain a
filesystem but only encrypted data. You can see a file system inside
the loop device thay you create with losetup, but once you can see it
you can also mount it without problems.
Please retry with the '-t' option as described by others and, if it
doesn't work, paste in a mail both the command and its output.
Be sure to provide the correct keysize and password to losetup.
