first fix your line wrapping.

second are you behind some sort of static NAT ? that is 1:1 addressing?
if so, try setting the NAT address in bitchx:

/set NAT_ADDRESS MY_REAL_IP

i have to do this to have bitchx work with dccs on my 1:1 static nat
networks. I have not used kernel 2.4 ..

the kernel itself should have nothing to do with DCCs.
