Alright, I figured it out.
I think there are were problems. The first one I mentioned earlier: the
xserver.options file requiring 'ALL' instead of 'CONSOLE'
The other problem was that I had a custom Xsession file in /etc/X11/xdm.
This file executes xrdb & xterm, but never started a window
manager. Adding 'twm' as the last line kept the X server running. I don't
know why this worked in potato, but it now works in woody.
