Nearly ;)

All you have to do is:
cp -r /usr/local/kde/share/apps/kxicq2/pics ~/.kde/share/apps/kxicq2/
Then you should have the pics directory like 
 ~/.kde/share/apps/kxicq2/pics and then all the icons work finally.
