Depends very, very strongly on both the upstream and the Debian maintainer as
well as their relationship.

Personally I submit all bugs via the Debian system.  If a maintainer asks me to
take it upstream I will.  Even if you THINK it is an upstream problem the
upstream may ignore your bug because you used a Debian package and "god knows
what they did".  By letting the package maintainer talk to the upstream he can
sort out the issues better (likely) than you can.

Of course I am the upstream for all of my packages, so if I am an ass I am all
you get (-:
