Apache 1.3 conf for ssi

I seem to be missing a directive to enable server side includes.  I have
the following ssi related lines in httpd.conf:

<Directory /var/www/>
...
	Options Indexes Includes FollowsSymLinks MultiViews
...
</Directory>
...
AddType text/html .shtml
AddHandler server-parsed .shtml

What else do I need?
