If you already have a package installed, apt won't upgrade to the
experimental version, unless you specifically tell it to.  Sometimes
people get confused when they see that apt isn't upgrading to a newer
version of some packages.  If you want the gory details,
"man apt_preferences" (possibly only available in woody and sid).
