No, Debian doesn't optimize.  FWIW, back in the dark ages, when I was
using RedHat, when there was no reason for me to use their package
manager so I just hand-compiled whatever I wanted to install, I
recompiled all the core stuff (XFree86, glibc, I think all the GNOME
stuff, etc.) with Pentium optimizations, but it didn't seem to really
make much of a difference.  IMHO, it's more trouble than it's worth to
rebuild everything Pentium optimized.
