Only some packages are moving from non-US to US: those packages which
are DFSG-free and were in non-US purely due to crypto. Thus, nothing in
non-US/contrib or non-US/non-free will move, and packages which are in
non-US/main due to US patents are staying where they are. The non-US
archive is not going away.

Even of those packages which are entitled to move, not all have moved
yet.

US mirrors won't have the non-US section, of course. Others may have
misunderstood the situation and stopped mirroring non-US, or decided it
was no longer worth their while, or there may be some other explanation.
