cleanup of /usr/local



I would like to clean (i.e. "rm -fr") my /usr/local directory. However,
several packages (emacs, python, tex, etc.) create useful empty
directories in /usr/local. 

Is there a way to restore these directories after deleting everything in
/usr/local?

(By the way, I am running Woody.)
