I have used it for such a circumstance. In fact I have used it in the
following topology

Head office. Connected via 2 megabit frame relay.
Branch 1. Connected via ADSL
Branch 2. Connected via ADSL

The tunnel set up as branch1<--->Head Office   and    branch2<--->Head
Office. 

All Internet traffic goes straight to the Internet. All local traffic
goes via the VPN. You can even ping branch 1 from branch 2. A traceroute
shows a single hop through head office. The Head office internal name
server is used as the branch office name servers through the tunnel,
thus allowing all internal machine namess to resolve to internal IP's
and be routed internally or through the VPN.

Its magic in motion. And the Cisco equipment to do the same would have 4
zeroes at least after the dollar figure.
